1. What is the main idea of this speech?
If you want to adopt a pet, take it from the shelter as there are lots of homeless pets in Russia.
2. Who is the intended audience? Is the tone appropriate for that audience?
The intended audience, in my opinion, are people of all ages whj want to have a pet. The tone is appropriate, it's quite neutral.
3. Does the speech begin with any attention-getter?
Yes, it begins with a rhetorical question and some kind of appeal to the audience.
4. Is there a clearly formulated thesis? How could the thesis be improved?
Yes, and it's very concise and clear
5. Does the introduction contain an easy-to-follow preview?
The preview is perfectly suitable, it's easy to understand the main points of the following speech.
6. Does the whole introduction in this speech support the thesis? If not, what information needs to be removed?
I think the intro supports the speech well.
7. What kinds of information are given in support of the thesis (examples, facts, description, reasons)?
There are examples and facts.
8. Is enough detailed information given to adequately support the thesis? What additional information is needed?
There is a lot of clear data to support the thesis including statistics and decent reasons.

Yes, for example "But despite of this", "Firstly", "First of all", "Finally", "Moreover" etc.

All is clear.

Maybe some suggestions like instead of "...by making them part of your family." it is possible to say "when you make it a part of your family". It sounds more natural and I would say more personal.

My favourite one is the part when the benefits of adopting an animal are named. When I saw them I started thinking of adopting the animal !
